There's not much to go on with that Radio. I'm sure you've seen the one on Radiomuseum.com.
From what it looks like it's varnish that has deteriorated over time. Maybe just take some acetone and #400 steel wool to remove that finish. I did the same with my Radiola and didn't wipe the dissolved finish off. I just let it dry and its a very nice patina.

Greetings guys! I just sent my front (metal) panel off to Vintage Radio Labels for Tony to look at and decide wheather or not to repaint or make labels for it. I know he can make the labels for the dials and knobs. The finish on the front is not just a plain solid coat of paint. It seems to be a series of different shades of brown . I don't really know how to describe it. Does anyone else in the forum have a Sleeper radio with the same problem? If so, in a few days I might have a fix for theirs. I don't know the cost, but am willing to find out. I have two of these radios to fix up.
