The best way is to invest in a cheap Cap tester like Heathkit or such. The have somewhat high voltage and would be more reliable then just an Ohmmeter. You could use a HV power supply to test them also.
Electrolytics do have some leakage and can be checked by the resistance method, but only at low voltage.

Hi All, Was wondering what to use to test electrolytic cap's before they are installed.
