The best way is to invest in a cheap Cap tester like Heathkit or such. The have somewhat high voltage and would be more reliable then just an Ohmmeter.
You could use a HV power supply to test them also.

Electrolytics do have some leakage and can be checked by the resistance method, but only at low voltage.
