I have run into that before in other models. There is usually part of the mechanism that has jammed up. You might try checking the cycling gear- the big pot metal one in the center of the lower pix. I suspect it is jammed or seized to its mounting stud. Please let us know what you find.

Subject: Philco 48-1290 Phonograph Arm January 5th 2019, 12:31 pm
The Phonograph arm on my 1290 is under some kind of spring tension that won't allow it to rest on the record surface. I can pull the arm over to the album but when released it snaps back to its resting home position.
I can't tell by looking at the mechanism underneath what might be wrong.
