I Purchased a counter at shipping cost of $30.
It's a YITENSEN model no. 3165 High Resolution Counter.
I did get a 3 single page instruction pamphlet (very tiny print) Needless to say some of the lettering was about 2 points.
So I went on the internet and found a couple in PDF pages.
One of them had text that could be copied so along with the graphics I recorded the document to correct grammar and inserted the graphic of the counter.
So now I have a better manual than the originals.

It only took me about 4 hours to re-compile.
I will set the counter on my bench for testing, however it does power up and display random numbers without any input.

The frequency range is from.01 Hz to 2.4GHz
8 digit Green LED display
Crystal Controlled oven
Stability +/- 3 x 10 (-9) per second and +/- 2 x 10 (- 8 ) per Month
: standard time error (t) x frequency (f)±1d
