The title is the question.
It is easy to tell if you don't have a scope.
Place a neon bulb next to the plate of the HO tube.
 If it lights, the H osc is working.
this trick works on transmitters too.
 A NE2 neon bulb works great for this. If you don't feel comfortable holding it in your fingers- attach it to a non conductive item, like a chop stick.
