Take a dowel and put a piece of fuel line, vacuum line, whatever on the end about 2" up on the dowel.
Then have about an inch sticking off the end of the dowel. 
Put the fuel line over the top of the bulb and push & twist or unscrew. Bulb will come out in the end of the tubing.
 You will need to pick the size of the tubing to match the top of the bulb envelope.

 This can save on fingers getting cut if the envelope breaks.
